I would think if there is a chance of it happening, blockchain will be a part of it.  Consider how much money sent in aid is taken en route.  With blockchain, the funds could be sent direct.  The same it true for verification of the supply chain of food, medical supplies, and other items that routinely get lifted.

Of course, let us not forget about Manna being a coin on a blockchain.
