because if ISP's are throttling speeds, or going to charge businesses like Facebook and twitter, they have to pay, and neither one of them want to pay for anything. It would cut into their massive profits.
And, I would suspect, that if people had to pay for twitter and facebook, they wouldn't be on them all day. They'd lose users and customers.
Which, I think would serve them right.
