Simple solution, post signs at two blocks away from the scene of the protest that police will no longer be patrolling the area within two blocks of the protest. The people don't want the cops, the cops should leave and clearly indicate it is now a PFZ - Police Free Zone.

I'm afraid of cops.
I've never been in a situation that cops haven't been able to make it worse.
never been in one that they've made it better.
of course there are a LOT of cops...
and I've only traveled a couple of million miles
so I suppose it's possible.
