Even when Russia was socialist...you remember the USSR? It starved a few million Ukranians AND later borrowed money from the US to buy wheat from the US . Russia couldn't grow enough food to feed itself.
(Ford and other american corporations built Russian some factories cause the Socialists couldn't. But we won't talk about that OR Armand Hammer )

dunno what your expenses are...here in texas we've moved past hand dug wells, carts pulled by goats and dungfired heat. I imagine that's pretty cheap.
one thing I can tell you...my expenses in the NEW house will be LESS than what I have been paying in the apartment complex that I've been living in since I retired..
I'm wondering...do you think I should get the one hundred square foot toolshed for the back yard or the two hundred square foot one with the loft? Should I puta bathroom in it or settle for the two in the house?? Should I use solar power or just use public utility?
How big should I build my aquaponics system? I've been thinking about 200 fish?
