Give SpaceX, Blue Origin, Bigelow Aerospace., SpaceDev, Virgin Galactic and many other private companies the go-ahead then get the hell out of the way. Throwing more money at the ISS is senseless.

Yup, give it over to private companies and they'll have it to a full sized space station with artificial gravity in 10 years.
