Too many bureaucrats mimicking work to justify their huge salaries while the regular folk have to pay the price.
That is a problem everywhere, not just in EU. I was traveling for business to the USA for few consecutive years and it was getting worse with each year, more and more bureaucratic too.

I can't recall where but I read a stats article there are several countries with decreasing population and increasing number of civil servants/government officials. It lasts until people wake up and go out in the streets to protest and evoke changes.
