Twitter Cortex is the team responsible for machine learning endeavors at the tweeting giant. In brief and in their own words:

"Our mission is to empower internal teams to efficiently leverage artificial intelligence by providing a platform and unifying, educating, and advancing the state of the art in ML technologies within Twitter. " [source]

In the past they've been using Lua Torch, but as the Torch community migrated from Lua to Python (PyTorch), the team at Twitter looked for alternatives. And after some considerations, they decided to migrate DeepBird (a central component of their ML framework) to TensorFlow, primarily because of the better support for serving models.
