I built the skeleton underneath the skin that @faddat dreamed up, which was derived through a superset of what Steem does (and Steem's a model that inspired so much of this).

I can see straight on the face of it that the model that it has weaknesses. Specifically a sock-puppet operator who has a way to keep the syphon from their alts to their bank balance invisible. Probably this can't ever be eliminated. But by using checks and balances to raise the cost of attempting to exploit the system, you can mitigate its influence.

As I think it through further, I can see there might be other possible countermeasures against this like for example, if an investigation is made upon the suspicious looking records of a number of accounts - specifically the exact amounts or very close to exact amounts of funds moving from one position to another, if this money disappears in one place, and reappears shortly after, in close quantity, an investigator can infer that there is a hidden mechanism that might be discoverable.

Then you can publish your findings, and upon the basis of this, at their discretion, validators can blacklist or progressively further decrease the rewards paid to these suspicious accounts. Human labor and effort is required to bridge the partitions in the network when it escapes from the network.

You can imagine big data processing systems to be operated by a company that specialises in investigating cryptocurrency fraud, and these organisations can create agreements with what can be proven to be black holes through which it is being attempted to defraud the system, that they must make the relevant records publicly available because of the preponderance of evidence that there is mischief going on...
