Police definitely do monitor darkweb activity. They outsource it to analyst companies. I know this due to my job searches in London for blockchain companies, there were an overwhelming amount of darknet and bitcoin monitoring positions available.

    The CyberPolice checks Dark web, but only certain pages

    They aim for what they can get to, essentially. I agree, it's not impossible to be totally safe. For now.
