Sounds like Peepeth could work awesome as an SMT on the Steem blockchain. Limited votes per day ? covered with bandwidth. On someone elders tweet ? ReSteem (sort of). No need for outside exchange account or buying crypto (they could go the payout by vote amount instead of vesting amount). No costs storing text at least. Media might be a thing though but IPFS might help out there as well.
