Tubeless tires will 'seat' easier when you put soapy water around the edges of both sides. There are now floor pumps with air reservoirs that you can release into the tire.
I used the contact pouch last year when I road in Moab Utah, it's mostly exposed.
I agree, I do the same (soapy water) or even smear a bit of sealant on the edges. With the rims and tires I use (all specifically tubeless), I never have problems seating the tires with a normal foot pump, but yes, you might have to use the air reservoir pump / compressor / or CO2 when you have problems with seating.
