Really and truly I don't see this creating a significant change with regards to how the internet runs. Granted ICANN has a large number of people on its board from a large number of commissions and boards that love to impose executive control on people around the globe, but I'd hazard a guess that most of these, if not all of these, board members are pragmatists and not true believers. If something works to their benefit, they are very likely not interested in ruining it. While the internet is a fantastic sounding board for anti-government information, it is far too lucrative to dramatically change its structure.
