Shouldn't Buying Upvotes be the metric instead of Selling Upvotes?

I looked into @steem.organic and couldn't find any detailed Explanation/Introductory Post other than the Writing

Top posts with as little paid votes as possible.

That being said I do get the idea about Posts being Organic as possible by which I mean getting Geniunine Upvotes from people but still making a Blacklist of Users selling Upvotes seems not right to me.
