OK, this post has just expired and time for the "delegation lottery".

:-) yeah, the method works and is fair so long as the number of entrants is a factor of 60 - so 3, 4, 5, 6 and 10 usernames all work.
BTW one can see the seconds in steemd.
Maybe it will catch on!
