Nowadays, many of the spiritual values ​​are replaced by material values ​​and continue in normal life. According to Ogburn, the cultural delay is a state of change in the elements of material culture in a society and a state of incompatibility and fatigue that cannot keep up with the elements of spiritual culture. The theory of cultural delay states that there is a gap between the technical development of a society and its moral and legal institutions. In some societies (at least some of them), conflicts and problems can be explained by the ability of moral and legal institutions to keep up with the level of technical development.

This situation, which we can observe every day in our environment, is marked with a step by step step to the built-in culture structure. The culture, which is mainly divided into material and spiritual, is a self-renewing and breathing concept. Material culture develops as a speed and is influenced by all external influences. Intangible, that is, social culture, too late to adapt to material culture. The mechanization of the agricultural sector in the 1950s and the accompanying modern agricultural techniques did not lead to the emergence of the fact that farmers were independent of this situation and migration. People who left their lives in the countryside and migrated to the city had difficulty in adapting to urban life. It is an example of a typical cultural delay that cannot adapt.

Cultural delays caused by changes in culture lead to incompatibility and anomalies. The deterioration of certain material and spiritual elements from the culture of a society, the culture of other societies, and the relative integrity of culture causes cultural degeneration. In fact, the material and spiritual culture of the expected change is simultaneously. But that's not possible. Innovations coming with technology are rapidly accepted, beliefs, general beliefs, family structure, morality, such as the elements in the spiritual culture, cannot keep up with this situation.

Another example of cultural delay can be seen in the stories of people who change their classes and raise them to upper social classes. From time to time, people are changing classes for various reasons. Together with this change, they develop different lifestyles that do not resemble their past or overlap with the new class they enter and are trapped between two lifestyles throughout their lives. Of course, these people will not only accept the new class they will enter into their children, but they will also be adopted by this class. Almost a generation, even three generations of such situations created by the extreme end of the cultural delay.
