The budget for developers is around 200k$ a year, which doesn't seem much versus some of the ICO coins that have much more money available for development.

In terms of a network of nodes that keep track of the state of the ledger Litecoin is decentralised.
As per the Nakamoto Coefficient decentralization involves more than just looking at how the network is distributed.
Litecoin is opensource so the development is decentralized however at the moment Charlie Lee still has a lot of influence over the future of Litecoin. Comparing to BTC that has no specific 'leader', Litecoin is not fully decentralised in that respect.
In terms of mining it is more decentralised than Bitcoin as it is easier to mine, so more people can participate in mining, versus Bitcoin that has the issue of mining becoming to expensive unless you live in a country with low electricity cost.

future proof
