Well yes, it is. But when you look at how technology worked in the past 20-30 years, you'd notice that less developed countries without that technology ended up with much better implementation. For example, Central Europe was ahead of the US with mobile phone usage as well as still has one of the fastest internet in the world.

What I mean is that if there isn't much infrastructure to change and you have to build a new one, you may avoid a lot of legacy issues and think of the future only.
