Of course it is a scam, the only question is will they last long enough for you (specific you, not the general you) to get back the money you put in before they pull the plug. It's early enough that the answer may still be yes, but we all know this site is going down (and bitwest.biz and bit<anyting>.biz), its just a question of when.
