ICO's ask people to take a refund

After the apparent China ban on ICO's - some ICO's have started to offer refunds.

Since most coins have appreciated in value since the ICO, people would be crazy accepting a refund at ICO price.

With NEO the price has increased about 10x since the ICO for example.

Most ICO's and exchanges are apparently using a wait and see approach.

It is not fully clear what the Chinese ban exactly means and if they will enforce it.

Signals have come up that suggest the ban is temporary, and ICO's will be allowed again with regulation.

There are hints of a temporary pause. There might also be a sandbox model that allows ICO's, or a special licensing.

If people were familiar with how Chinese policymaking tends to work, it'd be no surprise that the ban is only temporary.
How it usually goes is: - Identify problem - Blanket ban the area of issue - Come up with ways to tackle problem - Implement relevant regulations - Reverse the ban
