If he wasn't the head or even an employee then what relation did he actually have to the exchange other than using it to launder money and how did the FBI shut them down when the real criminal was already under arrest?
those are a lot of good questions! I doubt I can answer them properly, but I can tell what I've read:
Vinnik was arrested with the claims that he had used an Admin account on btc-e. So far I don't think this is a proven fact, though.
The shutdown of the data center and the arrest of Vinnik must have happened pretty simultaneously.
In the eyes of U.S. lawenfocement the organisation btc-e is definitely criminal, regardless of whether Vinnik was affiliated or not. And they arrested him for that specifically, too.
Now: If Vinnik is in fact not playing a leading role in the organisation of btc-e, then I think we might still have a chance to see some money back.
