Is Bitcoin Cash part of the ligtning network or is IT the lightning network?
No, BCC (or BCH) is a different blockchain entirely than BTC.
Lightning is a layer on top of BTC.
Other scaling ideas like Casper, Raiden, or Plasma are for Ethereum.
