It is good to buy some when there's a dip but if you believe in ETH, then it is suggested to do some dollar cost averaging. It is difficult to time the market and sometimes you can miss out just by waiting to get to a certain price.

There really isn't a price I don't like ETH at. I agree DCA is the way to go with the big 3 ETH, BtC & LTC
