The problem with the PAY token used to be its price versus potential (see more here: https://steemit.com/tenx/@wekkel/the-tenx-play). Meanwhile, the situation has changed. Due to regulatory matters, the PAY token does not earn any income at all. Doing so risks the token to qualify as a 'security'. The TenX team is avoiding this for various reasons, including the risk of breaching applicable regulations and delisting of the token from exchanges.
So the current status of the token is unclear. It formally represents nothing right now. No dividend, no services, no nothing.
I am sure the TenX team is contemplating what to do with the token and that they will not let it sink into nothingness. Some purpose will be found for the token eventually. But right now, all is unclear and the token is in no mans land.
If the price would be below $0.50, I would consider a buy as speculative bet. We are not there yet.
