Comsa is Japan project. Japan is one of leader in cryptocurrency regulation status. And in my opinion a lot of real project(not scam) are ready for some regulation, some rules. This rules COMSA will provide i hope, and if you read whitepaper they want to do this.
China's ICO ban only will force to search new platforms outside country.
