I did it
Okay I fixed the PC. It's not perfect but it's running. Kudos to Microsoft for making Windows so tough. My old Intel Haswell installation sailed smoothly over onto my new Ryzen one. I didn't even have to reactivate Windows! That's rather impressive!
The processor voltage is higher than I like and the RAM needs to speed up, but I'll sort that out in time.

...and just like that Windows has gone into "deactivated" status. And nothing I try can change that. And customer support don't seem to be at work today. Poor show Microsoft, poor show!
