This is literally the design of Bitcoin - it is supposed to belong to the miners. When you read the whitepaper, you must bear in mind that when Satoshi uses the word "node", he actually means "mining node." Non-mining relay nodes serve no purpose. At best, they are completely irrelevant; in practice they tend to be malicious - a Sybil attack on the network, one that tries to manufacture a false consensus.
