Personally i'd never give a scan/photograph of my passport/drivers licence to anyone on the net. You don't know who you are dealing with as anyone can set up a website and offer freebies. As yet there is no world authority that can vouch for the safety of your identity and until there is you should treat your ID with the same respect as your private keys.
