I agree that reputation based on the track record of what a person does (meta-data) makes sense. I would buy something with Steem from a person here who has a good reputation and a history of interacting well with the community.
Exactly, because the reputation is what makes an identity valuable not the name, hence an anonymous, without name, account can be just was worthy as a public name account.
