Proof of Weak Hands? Are you serious? I thought it was a parody site of a Ponzi/ Pyramid Scheme? The actual logo is a pyramid and they spell right out how they pay early investors with money from new investors.
It's exatcly what you say, but also it is upside down at the same time, so if you are "late" to the game, it doesn't really matter. Say if the early investors leave you get a cut from them as well as the new ones coming after you. Both ends. Hour glass.
