Business Insider published an article where they've mentioned some unnamed sources which says that Telegram will provide a refund to investors in case if TON ICO will fail.
In the same document written that Telegram could be out of cash to make such big refunds.
So, let's use the brain and think, if Telegram has such big amount of money, why will they take someone's money to make their blockchain product instead of making it by themselves and than successfully to sell the service with profits?
Still, nothing official from Mr. Durov, but already dozens of scam websites has been launched under the TON brand

I don't understand what it is you are trying to say. They did two pre ICO's of both ± $850m.
They have funds of their own, but are offering big investors a stake in the company. Only insiders know the specifics of the refund program.
