As far as China is concerned, everything is regulated in China and the government owns the businesses. They aren't going to allow ICOs without government involvement and hence they ban them outright. It will be ok for a Chinese government entity to have an ICO though.

On topic, "Don't shoot the messenger" does apply here. You can't blame Bitcoin for things like Drug trading to exist. Regarding taxes, I have an entirely different set on opinions on that too. Not enough knowledge to back those up, but eh, opinions are the spice of life.
