If you place an order below the current ticker price for buying or above the current ticker price for selling, you add liquidity to the market and you thus act as a maker. In this case you will pay the lower maker fee of 0.1%.

If you want to fill your order at the current (market) price, you are taking liquidity from the market and will therefore pay the higher taker fee of 0.2%.
