I like the idea of this but my only issue is they're going to have to get the phone companies to play. From my experience in the telecom space which is over 13 years they don't like new competition or big changes. Unless some how they can make trading unused monthly data benefit them more than it is now I can't see them getting these companies to go along with it.

I am from the U.S. and we only really have 4 choices ATT Verizon T-Mobile and Sprint. Even most of the smaller companies are actually owned by these companies like AT&T owns Cricket T-Mobile owns Metro PCS and even the smaller companies use these larger company's network like Tracfone uses AT&T for instance. Maybe this will work in other countries where there's more competition though.

Good point @breezer seems like a good idea that will be tough to implement. But on the other hand, they did say similar things about Uber and AirBnB so lets wait and see.

True, it's a great idea I wish them the best of luck! All it takes is one these companies to give in. I can see Sprint giving in as they're not doing as well as the others I mentioned above.
