Why cruiser "Varyag" is not in World of Warships?

I don' know. WoWS was released in 2015, 2 years ago and the famous Russian cruiser "Varyag" is not in the game yet.
Maybe they will make it a special ship, that you will get if you complete some special and impossible mission.
Or maybe they will never make it.

Varyag was a Russian protected cruiser. Varyag became famous for her crew's stoicism at the Battle of Chemulpo Bay.
