I found a creepy website

I was looking at localbitcoins and I came across this post where this guy is willing to buy bitcoins at more than 3x the market price.ad.PNG

I was curious so I decided to visit that page.

And it's just a seemingly empty page with nothing other than an embedded youtube video.

I decided to click on the eye at the bottom which lead me to this page:

I didn't input anything into the email box and I hit continue.
It brought me to this very similar page.

But I scroll down and there's a big difference...

What is this and why is that guy willing to pay such a high price for bitcoin?
