Bitcoin / Ethereum Way Down Today... Time to Buy?

Bitcoin and Ethereum are down over 20% today. It appears that Bitcoin's upcoming "forks" may be contributing to this, along with possible new legistlation introduced by Congress looking to possibly regulate Bitcoin and other cryptos in the USA.

My initial read of this situation is that this is probably a great time to move your holdings toward Ethereum, as it doesn't have the technical issues Bitcoin has at the moment...
