China Congress to postpone meeting due to infection. Orders workers back to work amid the pandemic.

So the easiest way to put this is you're wonderful people's communist special class gets to avoid work while ordering back hordes of the common people to their mundane jobs.

However Chinese Communist Congress will not and cannot risk getting everybody infected.

So they just won't go to work. Well if you're the special ruling class you don't even have to worry about things and you get deliveries of food for free when the common people have empty shopping stores.
