Why was there no global outbreak during SARS, but coronavirus?

Arguably half the blame goes to the virus, and the other half is about China.

As a virus, the coronavirus is a perfect candidate for global epidemic.

As region of the first outbreak, China has done a very good job containing the epidemic. The mortality rate outside the province of Hubei has been reduced to below 1%, which gives other countries the illusion that the mortality rate of this virus is not high- nothing but a larger flu. And there is a strange theory in the world- if China could do it, so could we. Regardless of the country, somehow they all feel that we won't do worse than China.

This double misunderstanding of both the coronavirus and China has led to the current global outbreak. It is conceivable that if the coronavirus first broke out in Italy, caused a large number of infections, the number of deaths surged, and the mortality rate rapidly exceeded 10%, it would probably have attracted better attention than it deserve, and other countries would probably have responded more quickly, instead of gloating over China's misfortune in the early days.
