Covid19 testing in India. Data is scary,but why Indian administration still not caring enough

So by today 1st April 2020 India has done only 47,951 tests for Covid19.
[Source] We have conducted 47,951 tests till date. There are 126 labs in ICMR network, number of private labs that have been approved are 51

And by this time while writing this blog India's total positive cases of Covid19 is 1,637

Now comparing the total tests done and total positive cases ratio is 1:29. Ain't this figure concerning enough for us Indians to pressurize the Govt authority to do more tests? As per the latest ICMR report India can be able to test 12000 per day. Still tests are not being done efficiently AND at a large scale likewise South Korea. Why? May the Government Of India and Ministry Of Health can elaborate the reason. But to secure this country more testing needs to be done. India has the population of 1339200000. By the projection of tests done and positive cases there could be potentially 40000000 cases of Covid 19 positive if India can test all the citizens.
It is well known fact by now how contagious is Covid19. The new coronavirus has an R0 of roughly 2 to 2.5, meaning 1 Covid19+ person can spread the virus till 2 to 2.5 person. So the more people get tested how the virus is being transmitted can be understood.

The molecular diagnostic company Mylab Discovery has been successful in creating a kit that can test 100 samples and costs Rs 1,200 - a quarter of the cost of COVID-19 testing kits that India has been importing from abroad. According to ICMR the test result from this kit has guaranteed 100% accuracy. Moreover this kit can give result within 2.5 hours.
Hopefully now India will be able to test more people of her.
