I see it as analagous to "victim blaming" accusations. If you have crap stolen out of your car someone might advise you to make sure you lock your doors. That's not saying the theft was the victim's fault, just acknowledging the fact that thieves exist and will steal from you if you make it easy for them.

Advice on how to behave around cops falls into the same category. Cops exist and they will shoot people. If you give them a pretext that makes it easy then they will shoot you. The fact that it is their fault doesn't make you any less dead.

I agree, but the argument is most often made by those who want cops out there preying on society. They don't generally place any blame with the cops at all, other than a weak "They could have handled it better/"more training".
