I will only be able to delegate 15 SP until i get post payouts I'm waiting on. Can i still get in on the profit share associated with SP delegation and vowing not to power down?

By owning just a single GMB you are entitled to a profit share, to get the 100% upvote and 50% profit share you have to buy in every month at least 1 gmb or be delegating the whole year or a mix and match, so your in for the 100% as it stands and the delegation count as 1 GMB for every 50sp delegated.
