They should tilt the mug t such level, that beer will be at upper edge of mug. After that, they should look inside and check the beer level. if it is lower then opposite mug border (inner edge), then amount of beer is less then half of mug, if it is upper then opposite border of the mug, then amount is more then half of mug.
