answer to question 3rd is he stopped when the police stopped him because there may be a divisor where the police is stopping vehicle of one side and alloying another side vehicle to go.

Your sentence indicates that the man was driving and that the traffic light turned red and so he stopped...
BUT your question is WHO stopped the man...
The traffic light is a "what" because it's a "thing". The zebra is also a "what".
The ONLY correct answer if I am to respond to "WHO" would be the police.
Therefore my answer to Question 3: is Police
