It is a 'judged' process; a random pick is sometimes necessary when two or more authors have received the same score. As you know...it is sometimes difficult to come up with a winner with equal talent.
I know!! I am so not into judging that we do everything random - just disqualify if people didn't meet the very lenient requirements :)
