Your post made me curious what witnesses actually are, I didn't know. So 19 witnesses basically run the network in a delegated proof of stake method. They get a share of the block rewards for running witness nodes 24/7. The higher they are ranked, the more they get. Each user can vote for 30 witnesses. There are detailed descriptions for example here, and probably in a lot of other places as well...
