I upvoted but still have no idea if I;m voting at 100%. As a new user, the system "tells me" that my steem is partially delegated. A brief explanation or tutorial on how newbies can vote @100% would be useful.

Also, if someone votes at less than 100%, there should be a way to prorate. While it's not fair if someone wins upvoting by less than 100%, it's also not fair that if someone wins upvoting @ 1%, they get nothing. :)
