What is bullying? - Bullying is a habitual cruel to others who are weaker than him/her. It will frighten, hurt, or threaten others . Even praising others without sincerity is also called bullying.

What would a solution be? - the only solution for this problem is the fear of God. When you have fear of the Lord, you cannot bully others. Only by fearing you can be controlled by hurting others. In Proverbs 15:33, the fear of the Lord is described as the "discipline" or "instruction" of wisdom. Only by "discipline" you will be taught how to respect others.
