Bill knows that Jack must put his money on sprinter B to win, so he is 100% sure he will win 1.000.000 if he also puts money on sprinter B.So he can put 8 dollars or more on sprinter B to win 100%. He shouldn't put all his money on sprinter B in case sprinter B doesn't win.
