I am skeptical of the claim that breaking the H2O molecule can cost less in power than forming that bond (by burning Hydrogen) can produce.

Absent some new force, and particularly given the fact of inefficiency in every physical device, it is not credible that it takes less energy to break the chemical bond in water than it takes to form it.

Being able to use hydrogen in internal combustion engines is not new, nor is being able to dissociate water into oxygen and hydrogen. Neither, sadly, are claims of perpetual motion.
