A sheriff is the highest law enforcement officer in a county. He is an elected law enforcement official, whereas the police and FBI are contracted officers/agents. Therefore, in the Las Vegas murders Sheriff Lombardo has jurisdiction over the investigation.

From observing his body language and listening to his voice, he is clearly and understandably under a lot of pressure from many sources. However, he is obviously NOT turning over jurisdiction to the FBI so far.

I saw how the FBI Agent-In-Charge kept staring at Sheriff Lombardo during a press conference. He acted as if he was trying to intimidate the Sheriff. However, Sheriff Lombardo is standing his ground, staying in control. By far, he is making the best decision.

The FBI seems to be bullying the Sheriff to make him give them jurisdiction. It is why he is extremely nervous. Sheriff Lombardo, his family, his main investigative team members, and key witnesses are in danger, and need 24/7 protection from outside police and sheriffs, if they do not already have it; so his team can continue to do their jobs.

Also, the timeline keeps changing because he is relying on information from multiple sources, some factual, and some intentional lies. He and his team are no doubt overwhelmed. But, if he stays the course, keeps his Sheriff/Police team close, does NOT resign, does NOT give up jurisdiction to the FBI, he stands the best chance to solve this heinous crime, stay alive himself, and keep anyone else from being murdered, too.

We'll know if he does turn the investigation over to the FBI, because then they'll start giving the press conferences; and he'll be standing in the background. Let's pray it does NOT happen.
